Kentucky Quarter Horse Development Fund (KQHDF)
The Kentucky Quarter Horse Development Fund (KQHDF) consists of monies allocated to the fund through an excise tax on all tracks conducing pari-mutuel wagering under the jurisdiction of the Kentucky Horse Racing and Gaming Corporation.
The fund was established in 2025 via KRS.230.405 and regulated by 810 KAR 7:080. This program provides purse supplements at Kentucky racetracks for Kentucky-bred quarter horses, as well as breeder awards for winning different types of quarter horse races across the U.S. The program is meant to increase the overall quality of quarter horse racing and breeding in the Commonwealth of Kentucky.
Each year, by July 1, the Kentucky Horse Racing and Gaming Corporation appoints an advisory committee to assist in the development of the supplemental purse program, as well as the breeder award program for Kentucky-bred quarter horses. The committee is also charged with establishing guidelines for how development fund money is to be used to promote, enhance, improve and encourage development of the quarter horse racing and breeding industry in Kentucky.

In July 2022, the Kentucky Horse Racing & Gaming Corporation awarded a license to Revolutionary Racing. The new racing and gaming facility in Ashland, Kentucky honors the tradition of quarter horse racing in the Commonwealth and brings the sport to the northeast corner of the state.
