The licensing office at the Kentucky Horse Park is open to the public during office hours. We accept applications via fax, email, or regular mail. Include credit or debit card information for processing. Please note the following important information related to submitting each application or Licensing form:

1. If applications or other notarized documents are being mailed, be sure to send them well ahead of any important events so that they are properly transferred or processed.
2. New Applicants must include a copy or photo of their valid driver's license with the application.
3. Authorized Agent applications will not be accepted by fax or email. These applications must be mailed or submitted in person at one of the licensing locations. If an application is mailed, be sure to include the original document for all submissions. If via mail, Authorized Agent applications related to a future claim during a current live racing meet must be sent directly to the following in order to be processed correctly:

4.Owner/Claiming licenses that are submitted via email should be followed up by a contact with the track at which you seek to make a claim. If this step is not followed, your application may not be processed in a timely manner.

How to Obtain a KHRGC License:

Licensing documents are located on the Forms and Documents page.

There are four ways to obtain your Kentucky Horse Racing and Gaming Corporation license.

1. Go to the live meet track temporary license office.
2. Mail your application along with the fee to the central office.
3. Fax application along with a credit card number to the central office or live meet track. *Faxes received at the central office will be processed Monday - Friday.
4. Email your application along with credit card information to KHRCLicensing@ky.gov.
5. Faxed license applications are accepted at both the central office and the live meet track with a license fee credit card payment option. There is an additional $4 administrative fee for all credit card payments.

Print one of the licensing applications found on the Forms & Documents page and complete all fields of the application.  Please remember to sign and date your application and to include an email address.  An incomplete application will delay your licensure.

There is now a fillable license application form available. This requires Adobe Acrobat Reader. You will need to install this on your computer if it does not have it.

3. Install and Open KHRGC License Application using Adobe Reader. Please note, a computer restart may be required after installing

We accept cash, checks, money orders, or credit card payments. There is a $4 administrative fee on all credit card payments and there is a $20 fee on all returned checks. Credit cards accepted are:
