Kentucky Paint Horse, Appaloosa, and Arabian Development Fund
The Kentucky Paint Horse, Appaloosa, and Arabian Development Fund consists of monies allocated to the fund through an excise tax on all tracks conducting pari-mutuel wagering under the jurisdiction of Kentucky Horse Racing and Gaming.
The fund was established in 1989 via KRS.230.445 and the relevant regulation is 810 KAR 7:060. The statute and regulation were both amended in 2025 to remove Quarter Horses, as the Quarter Horse Development Fund was established by new legislation passed by the General Assembly.
Currently there is no Paint Horse, Appaloosa or Arabian racing being conducted in the Commonwealth and therefore these development funds are not eligible for disbursement. However, Kentucky still supports these breeds, primarily through the Kentucky Horse Breeders’ Incentive Fund (KHBIF) where Kentucky-bred horses are awarded for their participation in qualified horse shows.
